CHICAGO – AUGUST 17: Illinois Governor Rod Blagojevich addresses the news media August 17, 2004 in Chicago, Illinois. Blagojevich announced a plan to make Illinois the first state in the U.S. to provide consumers with access to prescription drugs from Canada, Ireland and the United Kingdom.
