AUSTIN, Texas (AP) — The Texas Senate has passed the two items on the third special session agenda less than an hour after Gov. Rick Perry called them back.

Perry called another special legislative session Tuesday afternoon after the House failed to win enough votes to approve a constitutional amendment to spend at least $840 million more a year on transportation.

The Senate did not waste any time suspending all the rules to refer the constitutional amendment and a supporting bill to the Senate Finance Committee. The committee passed it out in 10 minutes and the full Senate passed it 30 minutes later.

The measure now goes to the House, which meets on Monday. It's not clear if they will have the 100 votes needed to send the amendment for voter approval.
