
Big Changes Coming to the Wichita Falls Police Department
In just 24 hours, the Wichita Falls Police Department has some very big changes underway.
Well the first big announcement from the Wichita Falls Police Department is that after 44 years of service, Police Chief Manuel Borrego will be retiring. His last official day will be this Saturday, February 28.
The city of Wichita Falls will be looking for a new Chief of Police to takeover the position. In the meantime, Deputy Chief Scott Vaughn will be the interim Chief of Police. Deputy Chief Scott Vaughn has been with the Wichita Falls Police Department since 1996. Below you can see when he was promoted to his most current position back in 2021.
Then this morning, the city of Wichita Falls had an announcement about the police department undergoing a formal review.

If the link above does not work, you can watch here. Basically the city has hired a company called 21st Century Policing Solutions. The company's mission statement is as follows. "We empower organizations to meet the complex challenges of delivering safe, effective, and just public safety services. Our mission is clear: improve the experience of public safety by promoting fairness and security for all."
What Will 21CP Solutions Bring to Wichita Falls?
In doing some research on the company, I found when they worked with Knoxville Police Department back in 2023. They basically spent two months working with their department. Talking with the staff, reviewing their policies and procedures, working to see how they handle day to day interactions with the public. If the City of Wichita Falls wants transparency going forward with the Wichita Falls police department. I assume a similar report will be released to the public once 21CP Solutions has concluded their review in the next few months.
