Wichita Falls Police responded to a disturbance call on Wenonah Ave on Friday evening. Officers arrived just after 6:30 pm where witnesses said they saw a man on the back of a moving vehicle.

According to police, a 911 caller said they saw a car driving down Lawrence road with a man hanging on the back screaming, "Help! Call 911, they're stealing my car!" (We have to imagine that looked something like this.)

Police stopped the red mustang on Seymour Highway at the entrance to the Tanglewood Hollow subdivision. A female passenger in the vehicle told police she was forced into the car by the man driving and that he was taking her to Graham.

The driver was identified as 32-year-old Patrick Eugene Fulmer. The man on the back of the car was identified as the actual owner of the vehicle and the woman's boyfriend.

Fulmer was placed under arrest and now faces charges of kidnapping, obstruction/retaliation and unauthorized use of a motor vehicle. He was in the Wichita County Jail as of Monday morning under $70,000 combined bonds.
